4. It is tempting to leave things until the next case but

I wonder whether this is wise. This sort of problem could

perhaps best be dealt with in an unemotional atmosphere

when there is no actual case under consideration. I

understand that Mr. Royle has not discussed this at all

with Mr. Ivor Richard and it may not be practical to have

an understanding with the Opposition on this subject.

Mr. Grattan's idea of having a debate on the subject of

the death penalty in the dependent territories (his minute

is attached at the back) is something which seems well

worth considering in this difficult situation.
