Death Sentence in Hong Kong

The Secretary of State has seen M.. Maclehose's telegrams number 788 and 789. He has asked, "What has stirred up the Governor? Was he not told of the DOPC decision the other day?"

The Secretary of State has also minuted, "I would like to see the reply to the Governor". I understand that in addition to the telegram which issued on 20 July, Sir D. Watson has written to the Governor. Could you submit the letter to the Governor with comments on the Governor's telegrams and some explanation of how the Governor appears to have learnt that DOPC were considering the matter from Mr. Roberts as a result of Mr. Roberts' talks in London with Mr. Stuart rather than from the FCO?
