CAPITAL PUNISHMENT IN THE DEPENDENT TERRITORIES
Dependent Territories other than Hong Kong
I agree with the recommendations in
Mr. Champion's submission of 24 May.
However
you may wish to know that Lord Shepherd, who is Labour Spokesman on Foreign Affairs in the House of Lords, told me that in his view Capital Punishment should be abolished in all our Dependent Territories. levertheless, and particularly because of the position in the Isle of Man and Jersey, I should have thought that we could get away with retention.

I do not think that we would be able to allow Capital Punishment to continue without grave danger of another "Tsoi" situation. Subject to colleagues' advice, I think we should accept the Governor's second alternative, namely to take no action until we are oblige å to do so. We could then legislate by Order
in Council.
