You may like to see a copy of a letter which Alec

has written to Ivor Richard, who brought up the

general question on behalf of Harold Wilson.

In Mr Tsoi's petition to The Queen he said that he

had decided not to appeal to the Privy Council.

Presumably this was on the advice of his legal

advisers, who may well have considered that it would

be difficult to find legal grounds on which to base

a successful appeal. It would, of course, have been

possible to apply for leave appeal out of time

and in forma pauperis. I therefore doubt whether

the reasons you suggest were the decisive ones in

his advisers' decision not to go to the Privy

Council.
