Sir Alec Douglas-Home, with his humble duty to Her
Majesty, begs to submit a petition for clemency
from TSOI KWOK-CHEONG, a convicted prisoner in
Hong Kong.

The petitioner was convicted of murder on 22
November 1972. His appeal was dismissed on 21
December 1972. He petitioned the Governor for
clemency under the powers of pardon or reprieve
delegated to him under Letters Fatent. The
Governor considered the matter in accordance
with the provisions of the Royal Instructions
and decided on 10 April 1973 that the law should
take its course.
The petitioner was convicted of murder in the
course of a gang robbery. He stabbed to death
a young off-duty auxiliary policeman when the
latter went to the assistance of his mother who
was being robbed by the petitioner. The petitioner
was 28 years old and was not suffering from any
degree of diminished responsibility. It was not
a pre-meditated or planned murder, but murder
