DEATH SENTENCE IN HONG KONG
1.
The Secretary of State wrote to Mr Ivor Richard QC MP
on 4 May about the death sentence passed in Hong Kong on
Tsoi Kwok-cheong.
2. The Secretary of State informed Mr Richard that Tsoi
had petitioned The Queen for the exercise of Her Residual
Prerogative of Mercy, but that he could not comment at that
stage on what his advice to Her Majesty would be.
3. I recommend that the Secretary of State should now
inform Mr Richard that he has recommended Her Majesty to
grant a conditional pardon commuting the sentence of death
to one of life imprisonment.
4. I attach a draft letter. The department's Legal Adviser
agrees.
