Please see (2).
Mr Stuart asked me to do another submission for Mr
Royle covering two things:-
(a) a draft letter to Peter Rees MP about magistrates
in Hong Kong on the lines of 2. A draft letter is
attached.
(b) a note for Mr Royle in reply to his question "how
can the calibre of magistrates be raised".
Apparently when he was in HK Mr Roberts told Mr Royle that the CJ did not have a high opinion of the
magistrates and was in any case himself a weak man
and could not keep them in order.
I have not been able to do (b) above as I could
not get hold of Mr Fifoot today see his minute at (1). Mr Stuart suggested I talked to the Legal Adviser who sits on the interviewing board and ask him how he judged the candidates, how many applied and how many of them we took; how did he rate them as
lawyers etc. Then in the light of that to draft a
note for Mr Royle pointing out that it will up to
Mr Roberts himself when he is CJ to sort this out:
referring to the crime measures etc. and government
action on crime generally.
Sorry I couldn't finish it: if I am in on 1 January
I will take it back.
