1. In my minute of 16 February I consulted Mr Fifoot about the calibre of magistrates in Hong Kong, with a view to preparing a submission for Mr Royle. We had just got this submission typed, but had not put it up, when a letter arrived from Mr Rees raising again the question of the appointment of members of the Hong Kong Bar to the Bench. You will recollect that this was the subject of an earlier letter to the Lord Chancellor by Mr Rees, to which the Secretary of State replied on 8 November.
2. Since part of the object of the exercise over magistrates was for Mr Royle to send a letter to Mr Rees, it seems desirable for one letter to go dealing with both magistrates and judges. Mr Fifoot has been advising us on the former, and Mr Rushford on the latter. I should be grateful if both would be kind enough to say whether they agree with the attached drafts, and make any amendments they think fit.
