The problems to which you refer are, of course, minimal in the Pacific Dependent Territories with only small legal judicial establishments. But however few people are involved there they do from your point of view form part of the whole scene. In addition these people are in a wider service which is managed in part at least by the system of Annual Confidential Reports. 'I do not believe that it is in the interests of the individuals or of the service as a whole to set aside these normal procedures however special in other ways the position of the judiciary rightly is.
3. My own view is Annual Confidential reports on all judicial and legal officers including career contract officers should be made and that at least in the Pacific Dependent Territories the administration at whatever level is appropriate should be encouraged to comment on them.

Referring to your paragraph 7, from this Department's point of view there are no amendments necessary in the list of office holders additional to those already made.
