Please refer to your personal letter Ref: HKK 14/12 of the 9 July 1973, addressed to Sir Hugh Norman-Walker, who has asked me to reply on his behalf.

Sir Ivo Rigby put forward the names of de Basto and Liu as candidates for two vacancies on the District Court Bench, shortly before he left Hong Kong in the middle of May. 3. These are the first two appointments from the Bar to the District Court Bench and the processing has taken some
time.
4.
I understand that this will probably be completed soon and that, unless some unexpected last minute snag appears, a despatch recommending these two for appointment should leave here in the fairly near future.

As I understand it, the new Chief Justice had some reservations about these appointments but felt that, in the Circumstances, he ought to agree to let them go ahead, which he
has done.
