MAGISTRATES IN HONG KONG
As you know the Chief Justice has sent a very helpful reply to Mr Rushford's letter of

20 September.
2. On Mr Stuart's submission of 3 March 1973, Mr Royle minuted that you should report to him following your discussions with the new Chief Justice.
3. A letter to Mr Peter Reed MP is still outstand- ing on the question of magistrates and that of appointments from the Hong Kong Bar to the Bench. I have drafted a submission on this, but Mr Stuart has decided not to submit at the moment until we receive a reply from Hong Kong to our Saving Telegram about the organisation of courts. We sent a reminder to Hong Kong recently and they have promised a reply very shortly.
4. I wonder whether you would wish to submit to Mr Royle on the question of magistrates at this stage or to await receipt of the promised reply from Hong Kong on the court system.
5. I attach for your information a press cutting from the Hong Kong newspaper 'South China Morning Post of 24 October.
