1. Since in his note on the submission of 7 March Mr Royle asked for an immediate report my inclination is to let him see Mr Justice Briggs' helpful and reassuring letter without delay.

It is most unlikely that the Governor's reply on the court system generally will contradict anything in the Chief Justice's letter.

I was interested to see the press-cutting, which echoes some of the points made on behalf of the Hong Kong branch of Justice at our meeting with Lord Gardiner, and two members of the Hong Kong bar last August. While of course it is entirely right that the Hong Kong Bar Association should be free to criticize unsatisfactory aspects of the judicial system, it is a pity that they should think it necessary to give public expression to their views in such exaggerated and biased way, as this can only blunt the force of any representations they make when they have a valid point.

I have sent the Chief Justice an acknowledgement of his letter and made one comment on the press-cutting. I have sent the letter and its enclosure to Mr Greenwood with a copy of my reply.
