I have received the enclosed letter from John MacKenzie who is a member of the Urban Council in Hong Kong. It outlines the point which I made to you verbally that Hong Kong is frightened of further intervention in its domestic affairs following the reprieve for Mr. Tsoi. I think it would be better to have a letter from you to send to Mr. MacKenzie, though if you prefer I will deal with it myself. The matter principally concerns the Lord Chancellor and it might be easier to raise it with his Department though I would be glad to have your help in replying.
