the Bills are undoubtedly relevant to the Fight Violent Crime
Campaign, but they are not themselves a weapon in the fight
against violent crime. It might be thought unnecessary to
mention this matter, but, at the start of the Campaign, it is
clearly vital to dispel any idea that the Government's decision
not to proceed immediately with this Bill indicates a weakening
of its resolve in the fight against crime or any lessening of
the high hopes that it has of the outcome of the Campaign.
