Hong Kong

Hong Kong is by far the largest (in terms of population and

economic activity) of the dependent territories of Her Majesty's

Government. It is one of the most densely populated areas in the

world. However, because of its special circumstances. there can

be no constitutional progress towards self-government in the

Colony.

The Governor administers the Colony assisted by an Executive

Council and a Legislative Council, The Executive Council consists

of 6 officials and 8 nominated unofficial members and the

Legislative Council of 14 officials and 15 nominated unofficial

members. The power to legislate rests with the Governor "by

and with consent of the Legislative Council".

The Governor is not required to consult the Executive Council

when matters are unimportant or too urgent: and although he may

act contrary to their advice, he must subsequently report his

actions with reasons, to the Secretary of State.
