Commissioners and the District Courts are equipped with jury boxes. These two very simple changes would remove all the objections to the recent Bill extending the sentencing power of the District Courts.

In conclusion, I would like to confirm and to ask you to press on the attention of the Foreign Secretary our view that by reason of the high degree of sophis- tication of Hong Kong, and its importance as an international commercial and banking centre, the traditional colonial legal structure is neither appro- priate nor efficient, and that the time has come for an objective review of all aspects of the administration of justice in the colony.
