The Secretary of State wrote to Lord Gardiner, Chairman

of the Council of Justice, on 27 June in reply to his

representations about recent new anti-crime legislation in

Hong Kong.

2. Lord Gardiner followed this up by asking for a meeting in

the Office to discuss the new Hong Kong legislation. A

delegation from Justice led by Lord Gardiner called on

Mr Wilford on 24 August. The record of this meeting is

contained in FCO telegram No Saving 60 to Hong Kong. We have

asked Hong Kong for their comments on the points raised by

Justice which could be used as the basis of a further letter to

Lord Gardiner.

Following the meeting on 24 August, Lord Gardiner has

written a further letter to Mr Wilford in which he asks that

the Secretary of State's attention should be drawn to the view of

the Council of Justice that "by reason of the high degree of

sophistication of Hong Kong, and its importance as an

international commercial and banking centre, the traditional

colonial legal structure is neither appropriate nor efficient,

and that the time has come for an objective review of all aspects
