1. Many thanks for your letter of 7 November to Andrew Stuart about Mr Clifford's visit to Hong Kong. We in HKIOD had not in fact seen your earlier letters to James in United Nations Department, but I have now had a look at the papers.

Judging from your report of Mr Clifford's visit I think you are right to feel somewhat wary about the level of Hong Kong's participation in these UN activities. We agree, however, that there are good arguments for Hong Kong being represented the United Nations Congress on the prevention of crime and the treatment of offenders; but that the Hong Kong representatives, if you do decide to send any, should be few in number, maintain a low posture and attend as part of the UK delegation.
3. 1 understand that United Nations Department will shortly be circulating Dependent Territories for nominations; registration of delegations takes place in September 1974. UN Department say that they will need your nominations (if any) for the Congress by about 30 June 1974.
