Explanatory Note
(This Note is not part of the regulations, but
is intended to indicate their general purport.)
Regulation 3 amends regulation 7(2) of the
principal regulations in consequence of section 2 of the
Training Centres (Amendment) Ordinance 1973 which reduces
the minimum period of detention in a training centre
from nine to six months.
Regulation 4 replaces the existing regulation
12(3) and provides that an inmate of a training centre
may upon his release be given a cash grant in accordance
with an earnings scheme approved by the Commissioner of
Prisons.
Regulation 5 replaces the limited list of
disciplinary offences in regulation 19 of the principal
regulations, and incorporates the more extensive list of
offences set out in rule 61 of the Prison Rules.
Regulations 6(a) and (b) and 8 substitute
"officer-in-charge" for "Superintendent" in the existing
regulations 20, 21 and 22.
Regulation 6(b) also provides that a
punishment of caning may be awarded for offences against
discipline under the existing regulation 20(2).
Regulation 6(d) provides for appeals to the
Commissioner against awards of punishment made by the
officer-in-charge.
Regulation 7 sets out the procedure to be
followed upon the infliction of caning awarded under
regulation 20(2) of the principal regulations.
