The proposed new provisions will mean that some offenders will serve up to 6 months less detention and supervision; but for all those detained for twelve months or more the total period will be increased;
(d) Clause 4(b) introduces penalties for failure to observe
the requirements of supervision notices. This is similar to section 5(4) of the Detention Centres Ordinance (Chapter 239);
(e) Clause 5 inserts a new section 5A which is intended to
replace subsection (3) of section 5 of the ordinance (deleted by clause 4(d)). The new section provides that if a person in respect of whom a sentence of detention in a training centre or a supervision notice or order of recall is in force is sentenced to imprisonment for a period of not more than two years the sentence of detention or notice or order, shall be suspended during the period of imprisonment; but if such a person is sentenced to imprisonment for more than two years or a new sentence of detention in a training centre is passed on him the first-mentioned sentence of detention, or the supervision notice or order of recall, as the case may be, shall cease to have effect;
(f)
Clause 6 provides that a person liable to detention, whether actually detained (as in the present ordinance) or at large, may be declared incorrigible and the unexpired part of the term for which he is liable to be detained in a training centre commuted to a term of imprisonment; and
(g) Clause 7 deletes subsection (2) of section 8. subsection is considered to be redundant.

The main provisions of the regulations are:
(a) Regulation 6(b)(ii) introduces the power to award corporal
punishment (up to 12 strokes of a cane) for breaches of discipline. A similar provision is contained in the Detention Centres Regulations, regulation 16(1)(a). Experience suggests this is a useful addition to the types of punishments available and will assist in tightening up discipline in
training centres. Guidance will be issued on its implementation and regular checks of the 'punishment books' will be carried out;
