Against this background, the Governor established a Working Party in March 1972, with the following terms of reference:

"The Working Party shall be known as the Working Party on Compensation for Victims of Crimes of Violence.

2 Its terms of reference are to examine the existing arrangements for compensating a person (and the depen- dants of a person) who is killed or injured as a direct or indirect result of violence used during the course of, or in connection with, the commission of a crime and to make recommendations for the extension or improvement of these arrangements.

In so doing the Working Party should consider, in particular whether compensation should be paid by the Government, by the offender or otherwise, to a person (and the dependants of a person) who is killed or injured

while assisting the police in the prevention of crime or the arrest of an offender;

(2)

while attempting to prevent the commission of a crime;..

The scheme should be administered by a Board (with some unofficial representation) which should assess eligibility for compensation on the same basis as does the Criminal Injuries Compensation Board in Great Britain.

(c) The Board should be non-statutory and not be em-

powered to recover from an offender compensation paid to a victim.

The amount of compensation payable should be. assessed on a fixed scale, similar to that recom

mended for use by the Community Relief Trust Fund for victims of natural disasters.
