In bringing the matter to our notice, our Branch has made the additional point that the proper and most effective way to combat the rising crime rate is to in- crease the size and effectiveness of the police force. We understand that a recent recruiting drive for auxiliary policemen has been successful and effective, but they are normally only available for duty in the evenings and the rest of the day still has to be covered by the regular police force with insufficient manpower.

My Commonwealth Committee has asked me to bring all these matters to your urgent notice in the hope that you will think it right to convey to the Government of Hong Kong the anxieties which its proposals must arouse in the minds of all lawyers concerned about the administration of justice in territories for which we have some respon- sibility.
