LETTER TO MR ROYLE FROM JUSTICE

1.

The Secretary of the Council of JUSTICE, the British

Section of the International Commission of Jurists, has

written to the Minister for Overseas Development about

representations made by their Hong Kong Branch over recent

Bills in Hong Kong designed to give greater sentencing

powers to Magistrates' and District Courts.

2. We saw these Bills in draft form and they were shown

to the Legal Advisers.

3. The Governor warned us in his telegram number 568 that

the Hong Kong Bar Association was opposed to these Bills and

might make representations to the Secretary of State.

4.

I attach a draft acknowledgement from Mr Royle's Private

Secretary, together with a draft telegram to the Governor.
