ough designed originally to undertake long-term into such problems as fentencing policies and to collect and assess basic data, the Special Commitice has now two functions: (1) sponsorship of research co-ordinated by the Contro of Asian Studies of the University of Hongkong and (2) policy considerations on related topics by the Special Committee itself, composed mainly of members of the Bar.
