Hong Kong Times (17.5.73) criticized that too much emphasis is being laid on crime reporting. "It is mainly the Government's responsibility to curb

The order of crime, and all we can do is to help the Government. importance must not be reversed", it said, "what the Government seems to suggest is that it has done all it can and the criminals have been able to

Now that the escape punishment just because we refused to report crime. Government has increased the number of crime reporting centres and simplified the crime reporting procedures, we shall be able to curb crime."

Wah Kiu Man Po (18.5.73) attributed the poor social order of Hong Kong to the fact that the Government departments concerned have either failed to shouldes their individual responsibilities or have tried to pass the back among themselves. It urged the authorities to eliminate inter-departmental conflicts and prejudices and unite closely in their fight against crime.

Wah Kiu Man Po (20.5.73) felt that it is more important to improve the attitude of policemen on duty than to simplify the procedures of reporting crime.

Kung Sheung Yat Po (23.5.73) stressed that in an attempt to combat crime, it is important that we should secure the co-operation of the police of our neighbouring cities, especially Macao, so that criminals will not be able to seek refuge in places outside Hong Kong.

Kung Sheung Yat Po (21.5.73) urged that amidst the campaign, special efforts should be made to give more protection to women who are very often persecuted and controlled by triad elements. In addition, the police should conduct thorough investigations into the forces behind sex crimes.

Nam Wah Man Po (23.5.73) advised the police not to behave too "impulsively" towards "long-haired youth" in stop-and-search operations because after all, not all of them are villains. If the authorities improve their attitude, they will be able to obtain real co-operation from the public.
