REPRESENTATIONS BY "JUSTICE"
1. We were grateful for your telegram number 568 of 23 May, in which you said that the long Kong Bar Association was opposed to the Bills to increase the powers of sentence of District Judges and selected Magistrates; and for the fore- warning that representations might be made to us. We were also grateful for the copy of the speech which you made in moving the second reading of the District Court (Amendment) Bill.
2. Representations were duly made by "Justice", the British section of the International Commission of Jurists. For reasons which are not clear to us, they addressed these representations to the Minister for Overseas Development, but it was clearly more appropriate that a reply should come from Mr Royle.
3. I enclose a copy of their letter, together with a copy of Mr Royle's reply, which was largely based on the material contained in your speech.
