Thank you for your letter of 5 June about the
four Bills which are being considered by the Legislative Council of Hong Kong.
We had earlier heard from Mr. Sargant about this, in
a letter addressed to Richard Wood. We were on the point of replying when your own letter arrived. Your letter, and Mr. Litton's memorandum, raise questions beyond those mentioned by Mr. Sargant and which we cannot answer from here. I have accordingly felt it right to telegraph the Governor and have sent him a copy of your letter.
I shall write again when I have received and considered
the Governor's views.
