By this bag you will be receiving my annual report. I have provisionally graded it Confidential". It is very difficult to write a general despatch about Hong Kong which gets to the heart of the matter without being most anxious that it is not discussed with the wrong people. On the other hand it is essential that the upper strata in the F.C.O. and some heads of missions and other chanceries should have an accurate picture of what the situation of Hong Kong is and what we are trying to do about it in the short and long term.
I would like to leave this problem of security grading and distribution to you to sort out as you think best, having read the despatch.
Meanwhile a copy of this letter is going to any posts to which copies of the despatch are being sent direct.
