7. A final technical problem relates to paragraph 20 of
the despatch itself. This question has been examined recently
in Top Secret papers. Mr Wilford has consulted Sir Murray
MacLehose and has proposed (Wellington telegram No 79) that
the despatch should be both circulated and printed in its
entirety, but that it should be upgraded to Secret
An alternative would be to excise paragraph 20 from the printed
version of the despatch, which could then be graded Confidential.
This would be consistent with the Secretary of State's ruling
that special care should be taken in discussing this question.
I favour the latter course, but Sir D Watson and Sir E Norris
will wish to consider this in the light of Mr Wilford's
recommendation.
