Please refer to the Secretary of State's despatch (HxH/3) of 29 October about despatches from Governors. I shall be glad to comply.

2. There is however one small suggestion I should like to make. If it were possible to offer an acknowledgement of despatches or, better still, to send a reply incorporating FCO observations upon it, this would encourage further efforts and would be good for morale, especially of these members of staff in small isolated posts who have laboured on research, drafting and typing. Otherwise there is a sense of anti-climax. Of course if a despatch is to be printed, pride of authorship is usually sufficient reward; but despatches from dependencies in general do not seem to be printed with the same regularity as those from diplomatic posts - and in some cases of course there may be security or other special reasons for not printing them.
