As Mr Ingram has pointed out in his minute of 24th October, our position on textiles has already inhibited us in supporting India in the context of the Declaration of Intent. Cotton yarns are of major importance to developing countries and particularly to India, and to continue our protective attitude on yarn is likely to be very embarrassing in this context.
