5. The overall 1973 quota level for imports from restricted sources
cannot be precisely quantified, since all but the principal supplying countries have the theoretical right to export to the UK the whole of their uncategorised textile quotas in the form of
cotton yarn.
In practice only a small proportion of the smaller country quotas are used for yarn imports, the balance (when used) being taken up by cloth and made-up goods. Only twelve restricted countries have exported cotton yarn to the UK in quantities totalling more than 0.5 tonnes during the three year period (1970- 1972)*.

Those countries which did not export yarn during this period should continue to be able to supply yarn as part of their total quota, whilst the supplying countries should be given extra yarn quotas either as percentages of their 1973 yam quotas, or as percentages of their three year average yarn exports. The percentage increases should be those given above.
