This Institute is incorporated by Royal Charter, based on Manchester, and has a world-wide membership. It is the world- acknowledged centre for textile technology and its journal has the largest circulation of any textile technology monthly in the world.

I understand that the Governor was invited to open the Conference and attend the dinner at the end but that it was suggested instead from your end that it would be appropriate to invite David Jordan instead.

This has all now been brought to our attention by George Foggon, our Labour Adviser, who suggested that, as well as being very well received by the CBI, the Governor's attendance at the Conference would reflect the dominant position that the textile industry holds in Hong Kong's economy. I therefore undertook to discuss the point with Sir Murray MacLehose, and did so.

4. His reaction was that he would act on advice. invited to open innumerable conferences and would do so if you and your officials recommended that it was a proper use of his time. He suggested that I should write to you with any recommendation that I might myself be moved to make.
5. I do not think I have myself anything to add but it appears from the attached circular on the Conference that it could be of some importance. You may therefore wish to reconsider whatever advice has already gone to the Governor's office.
