A Researcher with the Textile Testing and Research Centre in Taiwan. I have made further enquiries about this organisation and I believe it is an independent organisation which is funded by a levy imposed on members, all of whom are textile manufacturers,, by payment made in return for research projects undertaken by the research centre. It appears to operate under the same conditions as the "Shirley Institute" in the United Kingdom. The Shirley Institute is the British Cotton, Silk and Man-made Fibres Research Association and receives its funds from industry and by payment for research projects, technical assistance projects, sale of testing and minor manufacturing equipment, etc. Some years ago it also received a grant from the British government but I am not sure if it still receives such a subsidy.
