Conferences have been opened by the President of the Institute or the Chairman of the Conference Committee deputizing for him. The 1970 Conference in London was opened by the Joint Parliamentary Secretary to the Ministry of Technology. It is hard to see how the performance of the opening ceremony here by the Director of Commerce and Industry who is a First Grade Head of Department and a member of Legislative Council as well as being directly concerned with the textile industry - could be considered as anything but appropriate.

Finally, if the Institute itself were serious about wanting H.E. to do the honours, would you not think that the invitation would have come from the President himself or, at least, the General Secretary?
