Thank you for your letter of 18th September suggesting a re-consideration of our advice to His Excellency on the opening of this Conference.

Let me say at the outset that the Institute issued its formal invitation to David Jordan, in his capacity as Director of Commerce and Industry, on 14th February 1973 and David accepted by return of post. Conference circulars and programmes now being distributed all refer to the formal opening of the Conference by the Director of Commerce and Industry on 20th November 1973, and this has been well received by our industry here.

However, in view of your observations, I have looked further into the background leading to the original advice to H.E. The invitation to Sir Murray from the Deputy General Secretary of the Textile Institute was referred to the D.C. and I for advice. Eric Ho, who was then acting for David Jordan, first sought from the local Conference Chairman details of the panel of speakers and of the dignitaries who had opened previous conferences of the Institute. When these details were received (copies enclosed), Eric submitted his advice to H.E. accordingly.

On reviewing these facts, I find it difficult to see how anyone at this end could have advised H.E. to accept the original invitation, or how we could now reconsider that advice. Most of the Institute's
