of whether or not restrictions are in force on the product concorned Within the EEC. Our general guidelines for considering particular
ises would be:-
(a) We will proceed on a case-by-case basis and ..proposals should therefore be related to
particular products.
(b) · There should be evidence of high and
rising imports and of the UK industry'a inability to compete on price etc.
(c) Disruption to UK producers should be
quantified as regards eg loss of employment, low and falling profits, under-utilised capacity or deferred investment.
(a) The objective of restraints should be
clearly established and we would. normally expect the duration and terms (eg the starting loveland growth factors) to be related to the objective.
(e) We envisage periodic reviews with the producers concerned of their progress towards the stated objective.
(f) We shall do our best to consider and decide cases with all possible speed given the facts.
We have already examined the case for restraints on polyester/cotton tiles and garments on this basis and I hope shortly to let you wow formally the outcome. You are aware of the steps we have taken as regards imports of polyester yarn from Japon. We ore ready immediately to examine with the sectors of industry concerned the case for restraints on the other products mentioned in the Confederation's memorandum.
I hope this letter will give the UK textile and clothing industries the indications they are seeking and that they will be able to prepare with confidence for the trading opportunities which UK entry into the enlarged European Community provides.
