Since no case has been

established for either restricting or threatening to restrict

their exports to us nothing very positive can be said to

Hong Kong but we think that we should seek an opportunity of

discussing the potential problems with them in order to urge

that their influence should as far as possible be directed

towards avoiding a large increase in their penetration of the

U.K. Market.
