Agreement on voluntary restraint for 1973, which would be automatically extended for another year if the Long Term Agreement itself were prolonged for a year; assuming this, prolongation of the agreement on the trade in cotton textiles with Hong Kong until 31 December 1974.
Adjustment of these agreements before they lapse in keeping with a possible multilateral solution covering all the products referred to in the agreements.
Limited voluntary restraint on sensitive products listed in Annex II (1) calculated on the basis of the average imports figures for 1970-71-72 (2).
In case of prolongation of the agreement, annual increase of the ceilings by 5%.
Administration of the ceilings according to the double control
system.
- Provisions requiring flexibility identical with those of the
agreements on voluntary restraint concluded for cotton textiles.

(1) The Italian delegation said that its agreement to this list was
dependent on the fact that the safeguard clause to be included in the agreement would be applicable to all textiles, fibres included.
(2) Reservation by:
the German delegation which wished to see 1971 and 1972 taken into account,
the Netherlands delegation which considered 2 years a more realistic statistical reference,
- the United Kingdom delegation which considered that 1972
would be sufficient.
