The meeting of the Co-ordinating Group on Textiles in Brussels on 6 July will, I auprose, mostly be about the teras of the Commission's request for a Council mandate to support a decision by the GATT Council on 30 July for the opening of negotiations on a multi-fibre tcxtile agreement, ..e should ensure that the Commission's proposals are in line with what the Co-ordinating Group agreed in veneva on 29 June and in particular that they do not prejudice our position on the crucial questions of subjecting all restraints to the safeguards and surveillance criteria in the new agreement, the effective review of existing restraints against the criteria, a surveillance mechanism with teeth and meaningful criteria of disruption.
2 The Commission are also likely to try again to get authority to open exploratory talks with the exporting countries covered by the Community's bilateral textile agreements to discuss the arrangements for 1974 and beyond. Hitherto we have resisted such a mandate because:

the terms of the new multi-fibre agreement which would govern future bilateral agreements were not established;
the Commission were trying to get accepted their concept of special treatment for non-cotton textiles from the 4 Asian "super exporters".
As you know, I had a talk with Mr gast in Geneva last week about this. The subject also came up when Mr Naik, Secretary of the Takistan Ministry ofCommerce, called on me last Monday, Exportera and importers are beginning to want to know where they will stand next year. I think, therefore, we should now be prepared to see the Commission open talks on the following basis:
