The implication of this is that the DTI are more interested
in internal than external liberalisation and would be prepared
to trade off, for example, the right for Hong Kong imports to
the UK to flow freely into France, against some further
restrictions on Hong Kong's total exports. While, therefore,
the FCO and DTI interests at present run together, our final
objectives are difficult. We shall have to watch them.
