Mr Dorward had lunch with MD Lowne on 31 May. Mr Hope told me that he raised the following three points with her.
2. He asked how the Commission had fixed the Hong Kong cotton textile quota for the Republic of Ireland at 270 tons. The Hong Kong Government consider this to be inadequate. Mr Hope has since ascertained unat details of the Irish quota were given to Hong Kong in a letter sent by the Commission at the end of March. ar Hope therefore thought that it was for the Hong Kong Government to question the figures direct with the Commission and that we should not get involved. I think this is right. Mr Hope will be seeing Mr Dorward in Geneva next week at the GATT textile meeting and will convey these views to him.
3. He also raised the question of the level of the Community's GSP offer for textiles to Yugoslavia. Mr Hope thought that Mr Ho had raised this during Mr Stuart's recent visit. The present Community agreement on textiles with Yugoslavia expires on 30 September 1973 so any arrangement made by the Commission is purely temporary. Mr Hope assured me that the DTI are very conscious of the need to safeguard Hong Kong's position for textiles under the GSP. From the date of our acceptance of the Community GSP on 1 January 1974 we shall clearly have to ensure that Hong Kong is treated no less favourably than other developing countries. The DTI are in the process of preparing a paper on this and they will send me a copy.

Mr Dorward also asked Miss Lowne about the state of play on conversion factors. You will remember that UKREP Brussels telegram No 2260 of 3 May said that the Delegation would raise this in conjunction with Dodge with the Commission. I have written a letter to Mr de Fonbanque in Brussels to ask him to let me know the state of play. We will keep you
informed.
