A number of posts abroad have told us tha they feel inadequately informed on the European Community subjects.

I attach a draft FCO circular which will have a wide distribution to posts abroad and to Departments in London setting out the proposed procedures for meeting the problem.

3. I should be grateful for any comments on the draft circular by 25 October.
4. When the text has been agreed I will arrange with ASD for the distribution of the circular.
