There is not yet enough evidence on which to press the case with confidence of success and time is needed to gather up statistics and evidence of damage.

To take it prematurely and fail would jeopardize the chances of taking it again for some time.

Time is needed to do some softening up within the LEC and we have not yet been in long enough to achieve that.

There is a limit to the number of issues we can raise in these early days of our membership and priorities have to be established which have meant our leaving to one side a number of our own important domestic issues as well as this one.

There is not as much urgency as the Hong Kong press and industry persuade themselves that the EEC GS P becomes totally effective on 1 January 1974 (the full effect will be felt only in 1977).

But being only partially informed I may well have got only partly the right answer and should be grateful to be put right quickly. Even if I do not use any of this publicly or with the presa I am certain to be pressed on it (and, indeed, already have been) when I meet members of the industry and the press at functions.
