within the Nino; this is surely how we honour our alleged understanding of Hong Kong's problem; and this surely makes it worth facing a row of the kind foreseen in paragraph 3 of the BU(0) paper.

If we have rightly understood Mr Hope's exposé of what CD Division have in mind, I find it difficult to believe that EU(C) would be reconciled to giving cover to anything which I can only intemperately describe as misbegotten'. As this i3 not usually Or Division's technique, even in the face of all its difficulties, I trust that we have misunderstood. It would be much easier to be reassured if, despite the timetable, we had a firm proposal circulated sufficiently in advance of the next round in Brussels to enable us to consider it properly.
