HONG KONG PARTICIPATION IN THE EEC'S GENERALISED SCHEME OF PREFERENCES FOR TEXTILES AND FOOTWEAR
PROBLEM
1. The Hong Kong and European sides of the Office
are unable to agree whether the question of Hong
Kong's exclusion from the EEC's GSP for textiles
and footwear should be reopened in Brussels.

In a statement to the Community of Six on
(BRUSSELS Telegram number CodEZ "72)
1 February 1971, Mr Rippon accepted their proposal
to apply the EEC's GSP to Hong Kong with the special
exception of textiles and footwear. In his statement
Mr Rippon agreed that the case of Hong Kong was thus
settled definitively in the framework of the
negotiations for accession, and that this should be
the regime applicable to Hong Kong in the case of all
the members of the enlarged community. He added
however that "Hong Kong is and will remain after
enlargement a dependent territory of the United
Kingdom. It follows from this that it must be our
continuing concern to avoid discrimination against
Hong Kong in favour of its principal competitors
among the developing countries."
3. In informing the Governor of Hong Kong of his
intention to include a passage on the above lines in
(Brussels Telegram to
his proposed statement Mr Rippon indicated/ that his
object was to record our intention thereafter to
