HONG KONG AND THE EEC's GSP
1. I attach the revised draft of the submission which incorporates the amendments arising from our meeting on 14 September.
2.
I have written in some additional points following receipt of matèrial covering Sir C Soames visit to Hong Kong and the additional facts added by TR & ED of the differences between EEC GSP in 1971 and 1973.
3. Mr Stuart has seen this draft and is happy with it.
4. I understand you will now clear it with Mr Butler, Mr Sinclair and possibly also with Mr Robinson, so that the views of both sides of the office can be incorporated into it before it goes to Mr Royle.
5. As you will know from Brussels the next meeting there on this subject is likely to be on the 5 October.
