CONCLUSIONS
11. Ministers will wish to consider what action to take. If in
their view the question should be re-opened it will be necessary
to submit it for consideration to the Ministerial Committee for
Europe.
12. I recommend that as a first step Mr Royle should have a
meeting with Mr Youde and Mr Robinson in order to see whether it is
not possible to submit agreed advice to the Secretary of state.
