1. Mr Royle has agreed to hold an office meeting on

28 September at 10 am. Mr Robinson, Mr Youde and I and,

if Mr Robinson wishes, someone from EID will attend.

GENERALISED SCHEME OF PREFERENCES

2. I have suggested this early meeting because of Mr Royle's

departure next week. We have also heard from Brussels

(UKREP BRUSSELS telegram No 4504) that the next meeting of

the Community's working group on the GSP will be held on

1 October. Our delegation have asked for instructions. So

far, although the general question of the GSP treatment of

Hong Kong has been raised, the particular point of the

exclusion of textiles and footwear has not been thrashed out.

Brussels telegram under reference makes it plain that it

will not be easy to inject a demand for further concessions

for Hong Kong. But if we are to do it, this is, presumably,

the moment.
