1. Mr Jenkins will be calling to see Mr Royle to discuss
Flag A affairs in Hong Kong. His letter of 6 February is attached.

this would be useful. I will also attend myself.

Mr Jenkins' visit to Hong Kong and his attack on labour
conditions there is described in Hong Kong telegram No f$6.
This has been incorporated, where appropriate, in the brief.
His approach coincides with Mr Sillars question: "To ask the
Secretary of State for Foreign and Commonwealth Affairs, what
steps he is taking to improve labour conditions in Hong Kong",
which is due for oral answer on 28 February, This may be a
coincidence but the intention in both cases is to criticise
the Hong Kong Government's treatment of organised labour.
